James Hartzler       James Hartzler is the Radio Engineering Manager for WKBN/WKBN FM in Youngstown, Ohio. His broadcasting career has spanned 3 decades and has included engineering work in Toledo and Lima, Ohio.       Hartzler became involved in the Emergency Broadcast System in the early 1970’s. He was co-chair of the Northwest Ohio operational area plan. After he moved to Lima, he became the first chair of the Lima area and developed systems to reduce the warning time needed to disseminate weather warnings. In 1984, he moved to Youngstown and became Chair of the EBS. In appreciation for his work, Hartzler has received the FCC EBS certificate of commendation for outstanding leadership in civil preparedness.       Hartzler is the Organizer and first President of SBE local 122.
